Meet William Phillip Anderson, native name Hne Nyema Jimmy Wah Mahn Toh, a true son of Maryland who carries the torch of his family’s long-standing dedication to public service. Serving with honor in the Armed Forces of Liberia, William Phillip Anderson proved his dedication to his country.
His ancestors, grandfathers, and father, who served as clan chief, senator, and superintendent of Maryland County, have etched his name in history, paving the way for a tradition of leadership.
William Phillip is a former President of the Maryland Students Association, a Former President of the Liberia Karate Federation, and Chairman Emeritus of the Veterans of the Armed Forces of Liberia. He is an African Karate Champion and a Karate Master.
He cherishes the natural environment and thus loves outdoor living. Following the footstep and shepherding of his maternal grandfather, he loves swimming, diving, boating, camping, hiking, and reading. And from his paternal grandfather, he learned the inner workings of building and construction.
He is an innovative thinker who embraces challenges to create opportunities for his people and solve societal problems.
He is a social and staunch political activist.
He is a graduate of Our Bethel Temple AG High School, Harper, Maryland and studied Accounting at African Methodist Episcopal University. He also owns the Commando Security Company and is a training commandant of the Armed Forces of Liberia.

Mr. Anderson considers tourism to be one of the major income-earning activities to improve the livelihoods of Maryland County residents. Mr. Anderson believes there are numerous tourist activities that he projects could increase tourism in Maryland. For instance, Harper will financially support activities in the Beaches of Harper, where most of the tourists visit. Notably, Harper’s beaches are in excellent condition offering swimming, fishing, and many other water sports activities; thus, supporting this sector will greatly benefit many. In addition, Anderson will also increase tourist activities for the foreign visitors who come to see the Stone Mason Building, a historic structure as well as one of the prominent landmarks of Harper. Thus, focusing on tourism will help improve the flow of tourists in Maryland County, significantly benefiting people and the economy.
As Mr. Anderson seeks the office of the Senate, he examines and embraces the legacy he wants to leave behind. From landmark legislation to transformative initiatives, we witness the profound impact of their leadership on the nation and the lives of its citizens. He believes that safety and security must be improved in Maryland County. Mr. Anderson sees it necessary to provide a Digital Learning Center either in Pleebo or Harper City that provides online learning and blended learning programs that are designed to deliver educational content and resources to the future leaders of Maryland County via the internet. One of the first reasons to construct a Digital Learning Center is to create accessibility to educational opportunities. The digital learning center will provide students access to educational content and resources from anywhere, at any time. As network issues fluctuate and the high cost of living in Maryland affects students in obtaining quality and updated educational content, the learning center will create more accessibility to balance personal, professional, and academic life. The second reason is Flexibility: The digital learning center will provide students flexible schedule to learn at their own pace and on their own schedule. Mr. Anderson has identified the pressure on students, most especially the youths that do have to do business and at the same time have to attend school. The issue of timeliness and work-life balance is critical to Marylanders. It is not easy for many youths and young parents to go to school and simultaneously earn a living.
Mr. Anderson considers healthcare access among Maryland County residents a priority that all people must enjoy under his leadership. A healthy population is an essential asset to any nation. It is valuable and creates value for the society. It allows people to participate in family life, the community, and the workplace. Therefore, improving the basis of health and well-being is a primary measure of successful government. It can be accomplished by two of the following proven methods. Access to health care is a critical issue, with over 63% of women aged 15-49 years reporting distance as a barrier to accessing health services (LDHS, 2013). There are a little over 24 health facilities in Maryland County, and the majority of these are understaffed and ill-equipped to provide basic primary care services. Investing in the capacity building of the local health workforce at all levels. Mr. Anderson will consistently build partnerships to train cadres of health workers, including nurses, physicians, laboratory and pharmaceutical staff, community health workers, and finance, operations, and administrative staff. He will ensure the government develops a rural health service delivery model to achieve Universal Health, ensuring that healthcare services are responsive to patients’ needs.
Mr. Anderson understands that agriculture is among the main sources of income among Maryland County residents. Maryland County agriculture is mainly affected by the lack of good and affordable farm inputs, extremely limited access to finance, poor access to energy for value addition, poor road networks, and high transportation costs. As such, farmers face difficult times to grow their products and transport them to the market. Mr. Anderson aspires to resolve this challenge by minimizing taxes on farm inputs, improving manufacturing industries that depend on agricultural law materials, and boosting cross-border trade for agricultural products. Mr. Anderson strongly supports Cross-border trade because it can be a huge driver toward economic recovery and enable real business growth for the future of Maryland County. Looking further ahead, there are many tangible opportunities for cross-border cooperation in Maryland County that will deliver mutual benefits in terms of business development and international competitiveness with its neighboring cities and countries.
Mr. Anderson understands that housing is one of the primary challenges facing residents in Maryland County. Some families, more so families living below the poverty line, cannot afford better housing. The Southeast region includes Liberia’s most rural and remote counties. The region is isolated due to a poor road network; the journey from the capital of Monrovia to Maryland County takes more than 18 hours. Among Maryland County’s 166,000 residents, more than 4 out of every 5 (89%) live in absolute poverty and are unable to achieve the minimum expenditure to acquire basic food and nonfood items (LISGIS, 2016). As such, Mr. Anderson seeks to find a lasting solution to the homelessness challenge across Maryland County.
